Lufenuron, the active ingredient in Program products, is classified as an insect development inhibitor (IDI), meaning it prevents development in fleas from young stages to the adult stage. The natural flea life cycle begins as an egg that progresses into a larva, then a pupa, and finally an adult. Program stops the immature stages from reaching the adult form. Adult fleas can lay up to 2,000 eggs within their lifetime, easily creating massive infestations.

Program flea control does not require a veterinary prescription.
